Judge Billings has served on Westminster’s Board of Trustees since 1996. She received her law degree from the University of Utah College of Law in 1977. She later received an L.L.M. from the University of Virginia School of Law. Judge Billings was appointed to the Utah Court of Appeals by Governor Norman H. Bangerter in January 1987. She served as a Judge in the Third District Court from 1983-1987. Prior to her appointment to the bench, she was a partner in the Salt Lake City law firm of Ray, Quinney & Nebeker.
Judge Billings has served on the Board of Trustees of the National Judicial College, is past chair of the Appellate Judges Conference of the American Bar Association, and past president of the National Association of Women Judges. Judge Billings teaches at the S.J. Quinney College of Law as an adjunct professor. She was honored as the Utah Woman Lawyer of the Year in 1990.
Judy and her husband, Tom Billings, reside in Park City, Utah.
